Chromed front brake cover

Chromed front brake cover
I want to have my front brake cover re chromed on my 1949 model 18. Has anyone managed to get this cover off the brake back plate. I can not see what exactly holds the cover to the back plate. I have read that it is riveted on, but can see no rivets as such. Is it the 2 threaded inserts that secure the brake plate to the left side fork stanchion and the bush for the brake cam that act as rivets? The thin cover plate can be levered away a little in all places except where these fittings are so are these acting as rivets.?

I got mine chromed as one unit.
They obviously only polished the outside, and it came back absolutely fine.
