Further to the baffles. On investigation with a torch, I found the tail pipe extended into the muffler stopping just short of the exhaust pipe (from the other end) and like the exhaust end had rows of holes drilled along its sides(3 rows). In the original design the tail pipe end (in the muffler) had been blocked but had been removed for ‘tuning'? I couldn't work out if the missing pipe end would have sealed the pipe, which seemed a bit extreme so I opted for a disc with 8 ¼ “ holes drilled in it. I fixed it in place on the end of a rod from the tail pipe end. It seems to have cut the exhaust noise, hasn't affected the performance and has also improved the exhaust ‘popping' on over run.
