So do I (soak the filter). It can't be a bad plan to part-fill a chamber that has to be full before the oil makes its way onwards to the centre main and then the ends.
Not a question of air locks, it's just a Q of helping things along by putting some slime where slime should be so that the interval between starting the beast and oil getting through under pressure is the minimum it can be. Only downside is the mess it makes refitting a filter dripping in oil. Doesn't bother me much, but some machines are clean.
Turning over (and over and over) with the plugs out until there is a return is something I only do after a rebuild though.
Shoving a goodly dose of oil into the cases shows a quick return flow more quickly, obviously - and is comforting visually. The return pump will suck it up because it's there and it can - but it won't speed up the delivery of the new oil to the crank and in certain cases can be a false indicator.
