That
"NOTEC" Blue Spot lamp is wasted as a Reversing light ?.
Should be on the FRONT .

It was most likely the original part number, 023097, that is a rubber strap.

It's to help him get out of the hedge (which he's gone through cause he didn't have it on the front......)
