Is 428 the same size as 08B?

No. Very close, ie both 1/2 X 5/16" but very slight differences in roller size. Whether it would make much difference I don't know. I used O8B sprockets with 428 chain for my paddock starter. This is ok but they were old, used primary chains and it only spins until the bike starts whereas yours spins continually and you would put new chains on. Instead of the 08B sprockets, you might get 428 sprocket blanks from someone like The Chain Man. Dave.
