Aha! That's certainly part of your problem.
The angle between the chromed 'actuator arm' on the backplate and cable should be ideally about 90 deg. If the linings are not excessively worn away you can fit washer-like spacers to the shoe pins which will bring the linings closer to the drum when 'at rest', and de facto restore the lever to more or less the correct 90 deg. angle. They may already be fitted, so check first. Otherwise exchange relined shoes are available from JSL.
