For bending small diameter pipe, stack washers with the outside diameter of the size (radius) you need. Make the stack thickness as close to the diameter of the pipe as you can or slightly smaller. Place larger washers on the top and bottom of the stack, drill the holes in the washers so you can run a bolt through the center with a nut. Hold the nut in a vice. Put the tubing in the grove and pull the tubing around the washers to the angle you wish. The outer washers will keep the tubing from calapsing, by adjusting the tightness of the bolt. Try with scrap pipe befor trying to make real parts.
