I agree with Michael. Its a nonsense! However I presume we have to buy them this way for economies of scale. Send in every tab with YOUR name on (including all carbon copies). They all go in the draw. In theory you could win all the prizes by buying one ticket!
The Norwegian method sounds better.

Thomthom has the correct answer - it's 4 tickets in a book, each ticket has equal opportunity to win a prize. Note in the bottom left corner of the bit you retain it says "£1 per book" - not per ticket.
