Yes!
Just check the primary case before a run if the machine has been left unused for a time. Take of the large screw (filler hole) and if the oil covers the chain take the drain plug out and drain off the excess. The oil should just touch the bottom run of the chain. Chuck the oil away! (in the recycle bin).
Put approximately the same amount of (fresh) oil in the tank and go.
I think Alan has drastically answered why an anti-sumping tap is a very bad idea. Sooner or later you will forget to turn the tap on. No oil flow? Destruction of the engine starts after about thirty seconds.

Thanks all of you for your comments. I have decided to stick with the devil I know and not fit a valve.
Lawrence you are right regarding the primary chain case oil. This is dirty nasty stuff and is contaminated with clutch friction material etc. I only recycle the oil that comes from the sump overflow after filtering on my WD G3L.
