oil pump

when starting up from cold (G12)the oil tank drains down considerably before the scavenge pump eventually takes effect.Once the oil is returning then the level in the tank rises back to its starting level.The exhaust also smokes briefly.Is this indicative of the priming part of the scavenge pump being at fault.Before I dismantle the pump what can I expect,blockage or mechanical defect.
