The trick with fitting the felt washers is to soak them in oil first, and then to ease the fitting of the sleeve make, adapt or have made a stubby tapered mandrel the same dia as the sleeve and insert the mandrel to precede the sleeve. The mandrel will squash the felt washer outward clearing the way for the sleeve. The mandrel needs to be short enough to allow its removal from the in-board area of the rocker box.
