Mystery part

Hello all, I was hoping that someone will be able to tell me what this part is. I building a 46' 500 Matchless and this was a part in one of the boxes the bike came in. I have been through the parts book but cannot seem to find it, any help would be greatly appreciated.

Looks like a exhaust hanger but what off, not a clue.

It looks like the support stay that secures the bottom of the battery carrier to the rear of the primary chain case.

I wondered if it was the battery carrier support stay but the bend and threaded boss (if it is threaded) are the wrong way and side for that. The mounting holes also look too small for a head steady either.
