A friend wishes to change the driving pins, solid type, no rubbers, in his QD rear wheel for the later type with rubbers. He intends to do this by changing the pins, adding the rubbers and buying a new brake drum. I say he can't do this, because the pitch circle of the pins in the hub are different. He won't listen and I want to save him the expense of a new drum.

Am I right?

For what its worth, I think you are right, I did this years ago, fitting a very late hub, to a 1959 frame, I changed the lot wheel and all.

The center-to-center bolt spacing on the earlier hubs, including solid QD is 2-1/8in. The later are 2-5/8in. including the rubber bushed ones. They changed over the 1957-58 year model, depending on whether QD or non. As the experts say, change as a set.
